Ministry to start IT based procurement system this week

ADDIS ABEBA(August 4,2008) - The Ministry of Capacity Building (MoCB) planned to begin a new procurement system as of August 7, 2008 as a pilot project.

The new procurement process will be carried out through email, ministry officials said adding that the system will make the process much easier giving equal opportunity to the suppliers and service providers.

It also reduces wastage of time and resources, eliminates the possibility of corruption and irregularities.

The officials said the system will let commodity suppliers and service providers declare prices to the ministry through e-mail.

Alemnesh Worku, Head of Civil Service reform office at the ministry said on Friday that the former system was simple and fragile for corruption. But, she said, the new system will eliminate corruption.

The project was prepared and evaluated by financial experts, procurement professionals and civil service consultants who expressed believes that it would be effective.

The head explained that the specific and general procurement notice will be released ahead of time and the suppliers will be prepared and send the quotations via email in the new system.

"…there will be three individuals who verify the email, each of them knows the two words of the password and one can not do anything alone. … this for sure forbids them from being corrupted", Anley Menegesha, Head of Procurement and Finance at the ministry said at the press conference held on Friday.

Anley also said the ministry has already announced the new system and invited the business community to send their addresses for the preparation of a data base. "50 companies were registered. However, only 28 of them took part in the meeting we have prepared to discuss on the new system", he said.

Anley said the purchasing order of the ministry will be made to the winner supplier or service provider through e-mail as well.

The ministry also announced that, there is a possibility to extend the new system to be applied in the procedures of other government institutions, after the trial implementation.

The new system is part of the Business Process Reengineering.
