State sign record of discussion to undertake education project in
Oromia

- A record of discussion was signed between Japan International
Cooperation Agency (JICA) and the Oromia National Regional State yesterday
at Oromia Education Bureau (OEB) to undertake a project for improving
Access to Quality Primary Education by Community Participation in
Oromia Region, JICA said in a statement.
The agency said the project has been initiated to support the Oromia
Education Bureau (OEB)'s effort to achieve its goals, improve better
access to quality primary education for all children.
"In order to achieve quality primary education for all, improvement
of school management by strengthening capacity of all stakeholders
including OEB, WEOs and community in the area of planning and monitoring
is crucial", it said adding that thirteen zones have been selected
as the pilot areas of the project.
According to the statement, the main objective of the project is enhancing
collaboration between educational administration (WEos, CRCs, schools)
and community for improvement of school management; strengthening
Woreda Education Experts', CRC supervisors' and school directors'
capacities for planning and monitoring school activities; strengthening
capacities of regional, zonal, and woreda education offices to enhance
education services.
"To this effect the project is designed to provide necessary
equipments, conduct training in various areas, improve school management
with community participation, and strengthen planning and monitoring
capacity and other related activities."
The agency added that long and short-term Japanese experts will be
assigned for technology and knowledge transfer, and Ethiopian counterparts
at OEB will participate necessary training in Japan and other countries
to obtain various skills and knowledge in this area.
At the end of the project period in 2012, school management will be
improved in the target area through collaboration with educational
administration and community and the Regional Government is expected
to disseminate the good practices to the entire Region.
The project is part of the Japanese Government cooperation program
with the Government of Ethiopia to improve the Education sector in
the country. It is also in line with the country's Third Education
Sector Development Program (ESDP III).
For more than decades, Japan has been assisting the government of
Ethiopia in five sectors such as Agriculture and Rural Development,
Water, Education, Infrastructure, and Health. In Education sector,
JICA mainly focus on assisting primary education sector for better
access to quality education by promoting good partnership and building
capacity of community and local educational administration (Zoneal
Education Offices (ZEOs), Woreda Education Offices (WEOs) and schools).
